Iulius Victor is cited as the author of an Ars Rhetorica that was discovered by Angelo Mai in Bibl. Vat. codex Ottobonianus Latinus 1968.  Mai hypothesized that the author came from Gaul due to the high frequency of the name Iulius in that region (Victoris patriam, si quid audacter hariolari licet, dicerem Galliam, quandoquidem primis Christiani aevi temporibus Iulii nomen inde a Iulio Caesare tam frequens in Galliis erat).

In all likelihood he lived in the 4^th c., since Rufinus of Antioch, a 5^th c. Latin rhetorician who studied the numerus oratorius, cites him among those authors who treat the subject in a list that appears presented in chronological order: latine de numeris hi (scil. scripserunt): Cicero, Victorinus, Eusebius, Terentianus, Varro, Probus, Charisius, Diomedes, Quintilianus, Donatus, Victor, Servius.  [A.
